Overall, FirstLab commends DHHS for its efforts in revising the federal custody and control form to address the changes in the Mandatory Guidelines that take effect in May 2010. FirstLab’s comments request DHHS to consider some further modifications to the CCF that FirstLab, based on its experience with the federal CCF, believes will contribute to improvement in the collector’s accurate completion of the CCF and the quality of the data and information provided on the CCF.

Chalfont, PA (June 30, 2008) – FirstLab®, a leading third party administrator of substance abuse testing services, located in Chalfont PA, today announced that it has reached an agreement to acquire National Confederation of Professional Services, Inc. (NCPS), of Newport News, Virginia.

Founded in 1988 by the late Hubert Matthews, NCPS, having clients in 23 states and the District of Columbia, is one of the nation's largest, most experienced, total compliance administrators that services professional health monitoring programs. Its reputation for integrity and leadership is well recognized in the field.

FirstLab is considered by many to be the leading provider of products and services to support professional health monitoring programs in the United States. Said FirstLab President Dennis Bennett, “NCPS and FirstLab have been ‘friendly competitors’ for many years and, during that time, we have developed a deep respect for one another and a keen appreciation for the shared values by which both of our companies operate. For a variety of reasons, it just made perfect sense for these two great companies to come together as one at this time.”

Lorraine Matthews, NCPS President said “NCPS could do no less than to join with the very best in order to fulfill our service commitment to our clients. FirstLab will be bringing its expertise and reputation for great customer service plus a wide range of program support and technology enhancements to our extensive client base.”

Bennett went on to say, "We are delighted to move forward with NCPS in managing what will now be the largest administrator of professional health monitoring services in North America."

FTA - NOTICE OF RANDOM DRUG AND ALCOHOL TESTING RATE

It is important for transit employers to remember that the only thing that has changed is that transit systems have the OPTION to lower their random drug testing to no less than 25%. This in no way means that any system has to change anything and it is not a directive to lower the rate. The regulations require transit systems to set a random testing rate, and they will be compliant if they have any number over 25% for drugs.
