FirstLab is a Third Party Administrator (TPA), not an analytical laboratory, specializing in the outsourcing of the design, implementation and management of drug and alcohol testing programs.
FirstLab provides full or partial program services customized to meet individual client needs. Total program administration includes the following:
- A needs assessment program which will profile an organization and ensure that the drug-testing program is customized to meet an organization’s special needs.
- Customized policy and procedure development, to meet federally mandated or agency guidelines.
- Identification and quality audit of collection sites to meet DHHS guidelines.
- Organization of on-site collections and breath alcohol testing at client locations.
- Verification of training for Breath Alcohol Technicians (BATs) and verification of testing instrument calibration and maintenance records.
- Quality assurance of all laboratories by means of on-site audits and proficiency testing programs.
- Technical analysis of specimens at laboratories certified by the Department of Health and Human Services (DHHS), formerly NIDA.
- Review of all specimen documentation for accuracy, to include all negative and positive test results, prior to donor contact.
- Medical Review Officer (MRO) services; all FirstLab MROs are nationally certified.
- Administrative and tracking services provided by FirstLab monitor laboratory test results and improves turnaround time.
- State of the art MIS system LinkUP© Result System which can provide secured access to results 24 hours a day, seven days a week, by voice response, fax, direct download or via the Internet.
- Records maintenance and generation of statistical reports for company program and federal requirements.
- Random selection program to meet company or federal requirements.
- Emergency after-hours coordination of specimen collections and breath-alcohol testing.
- Full spectrum of background investigation services, including FMCSA-required previous drug and alcohol inquiries.
- Coordination of FMCSA required physicals.
- Maintenance of Driver Qualification Files (DQFs) to meet federal requirements.
